He controlled a unique resource, so there was no need to worry about what anyone else thought. Besides, scarcity made things valuable. Having to compete for admission would only stir the Legends' competitive spirit.
He also needed to send the Goddess of the Netherworld a message. He was her junior, after all. Whether to seek her protection or simply out of courtesy, he ought to let her know.
