Arthur had already planted Jimte and Carral as two hidden tripwires for the upcoming Swordsmanship Finals encompassing all of South County.

Once he had Maltz and Wiggins actively asking around and searching for the Bandaged Swordsman, their actions could not possibly escape everyone else's notice.
Naturally, those people would start speculating.
Then, with a little cooperation from the Bandaged Swordsman, he might even get an unexpected result.

Arthur hoped to lure Old Sunk out using the "fact" that the Bandaged Swordsman cared about the Sunk family-the notes said that Old Sunk had "died."
