Wilbur Jimmy was a man born into an ordinary working-class family in a minor civilization under the Pan Chabuko Alliance. Thanks to his exceptional talent, he had become a member of the alliance's Court of Adjudication in just a few decades.
Wilbur also held a very high rank in the Pan Chabuko Alliance's military.
Not long ago, many civilizations within the Pan Chabuko Alliance had shown signs of wanting to leave. In response, Alliance Leader Jenny had sent Wilbur to suppress those rebellious civilizations.
