The New World began to bustle while the Holy Church made no moves at all.
Countless formidable figures began to emerge. For a time, the struggle between the Marines and the pirates reached a fever pitch, with fresh blood constantly pouring into both sides.
If the Pirate King Roger's words, "You want my treasure!" had ushered in the age of pirates, then the Holy Church's sanctions had rapidly pushed that age to its peak.
In the Goa Kingdom in the East Blue, nearly every famous newspaper in the world had now established an office. The city itself was also changing at a speed visible to the naked eye.
It expanded every day. The once-towering city walls had long since vanished without a trace, replaced by glass high-rises. Countless novel things appeared in the city, and together with its free, relaxed atmosphere and fair, strictly enforced laws, they made it seem increasingly out of place in this world.
Reporters who had just arrived, as well as those who had been there for some time, all marveled that perhaps a new era would begin in the weakest sea, the East Blue.
Every day, the various newspapers spread countless novel inventions and unusual happenings across the seas.
Although the Holy Church had not entered the New World, its many powerful overlords never dared underestimate the organization. They watched its movements at all times.
Yet aside from governing the Goa Kingdom well, the Holy Church seemed indifferent to everything else, leaving many of those overlords increasingly puzzled.
As reporters published all kinds of accounts about the Holy Church, the people of this world gradually came to understand what sort of organization it was and what goals it pursued!
Yet the more they understood, the more the lawless overlords of the New World feared it.
