"First, I hereby announce the dissolution of all ANBU units. We will select new members from the village, regardless of status or clan. Anyone who passes the examination may join."
An uproar swept through the audience as Minato spoke.
Fugaku immediately stepped forward. "Lord Fourth, does that include our clan?"
Minato smiled and nodded. He did not blame Fugaku for failing to help him. After all, Fugaku was a clan leader and had many things to consider.
"Thank you, Lord Hokage!" Fugaku bowed in sincere gratitude. He also felt deeply ashamed that he had not immediately supported Minato. He had thought that even if the Third Generation stepped down, the Uchiha would gain little from it. But now, he saw the difference in their magnanimity.
Minato nodded calmly. "Clan Leader Fugaku, from now on, every position in the village will be open to the Uchiha Clan. However, you must compete for those positions with other ninja. Likewise, the Military Police Force must open its ranks and can no longer belong exclusively to your clan. It will also transfer its judicial authority to the Holy Church's newly established Judgment Hall."

What you must do is conduct yourselves honorably, remain true to your conscience, and live up to the village's trust in you."
At Minato's words, all the ninja stood solemnly. "We shall faithfully obey the Hokage's orders."
