Kaido of the Beasts, one of the Four Emperors, was known as the strongest creature on land, sea, and air. It was widely said that in a one-on-one fight, Kaido was the one to bet on.
In a sense, Kaido was no less formidable than Whitebeard at this point, and in certain respects, he was even more outstanding.
Kaido had occupied Wano Country, the nation of samurai, for decades. His territories across the seas were too numerous to count, his forces were powerful, and new pirates joined his ranks in a steady stream every year.
As everyone knew, Wano Country had a long history of isolation. Its people had difficulty leaving, and outsiders had difficulty entering.
The fact that Rob Lucci already had people infiltrating Wano Country was genuinely surprising.
"Kaido?"
River smiled as he spoke, something more stirring in his eyes.
To achieve his grand ambition of unifying the New World, the Four Emperors would be his foremost enemies. A powerful foe like Kaido naturally numbered among them.
He was someone River would have to conquer or kill sooner or later.
"Precisely."
Rob Lucci nodded, narrowing his eyes slightly, but said no more.
His purpose in revealing such confidential information at this kingdom council meeting was naturally to secure more funding. He wanted to prove to His Majesty how valuable their intelligence department was.
"What about the Vinsmoke Family's movements at sea?"
"Any news on Blackbeard's crew?"
River asked again.
"Rest assured, Your Majesty. Our people are tracking and monitoring them closely."
"We've also sent people to infiltrate their ranks."
Rob Lucci spoke in a low voice.
The intelligence organization's duties included gathering intelligence, infiltration, assassination, and the like. The Kingdom Admirals handled the front lines, while their
