An acquired dead universe could only wait for living beings to arise within it and grow powerful. Then it might develop instincts-in other words, the unseen will of heaven that governed all things.
It could not actively communicate with living beings, exercise the abilities of a Will of the Universe, or guide the universe's development. It was like a newborn infant, possessing only biological instincts and developing instinctively.
