- Supreme sovereign: His decrees command reverence from humans, the Six Clans, demons, monsters, spirits, and other beings. The Hundred Schools’ sages also pay him homage 56.
- Delegated government: He normally leaves rites, military affairs, household administration, and other state business to the scholar-officials. Measures unanimously approved by the Three Dukes and Twelve Departments can proceed without his direct intervention 189 191.
- Reserved intervention: Despite his largely symbolic role in everyday government, he can dismiss ministers, exile opponents, approve institutional changes, and grant exceptional powers 192 194.
- Appointment authority: Third-rank and higher officials receive personal investiture; fifth-rank and higher officials receive appointment by imperial decree; sixth-rank and lower officials receive appointment by imperial order. Lin Ke’s delegated appointment powers break the usual imperial monopoly 276.

Background / History
Before Great Wei’s founding, the Divine Land was devastated by warfare involving the Six Clans and Six Kingdoms. The Sage Emperor entered the conflict, broke through during battle, and defeated their supreme combatants. His victory involved enormous losses among the Six Clans 111 191.

His victory was not presented as an individual achievement alone. Humans who died campaigning alongside him joined their souls to his Great Saber, continuing to lend him their strength. The Heroes’ Tomb preserves the memory of everyone who helped humanity establish Great Wei 191.
The resulting dynasty enjoyed roughly a thousand years of peace. Its development emphasized increasing individual cultivation rather than technological change. The Sage Emperor’s protection became a source of security so powerful that, in Lin Ke’s assessment, it also helped people overlook institutional flaws and entrenched inequality 67 180 285.
Appearance
The Sage Emperor initially appears as gentle, sunlike radiance rather than a clearly visible body. His identity reaches observers directly as information in their minds; Lin Ke cannot determine his physical size or conventional appearance 179 180 182.
- Radiance: Endless light and warmth, bright without being dazzling; seemingly both infinitely distant and infinitely close 179 180.

Personality
The Sage Emperor is unusually tolerant of irreverence. Subjects may look directly at him, criticize him, offer counsel, or express ordinary desires without provoking offense. He does not force Lin Ke to kneel because of his servile status, and he laughs at Lin Ke’s improper remark about his eyes rather than punishing him. Lin Ke admires his refusal to make servile status permanent despite pressure from Lin Xuanji’s faction 158 182 190.
That tolerance has a severe boundary: the dignity of humanity’s heroic dead. At the Heroes’ Tomb, disrespect can incur death, while races responsible for humanity’s suffering are ordered to repent under threat of extermination. Nevertheless, he invites the Heroic Spirits to judge his government and hears their condemnation of him without silencing them 191 192.
He is receptive to reform and does not treat imperial power as an unquestionable end. He accepts Lin Ke’s redesign of the Great Wilderness Bureau, acknowledges the possibility that Lin Ke may eventually overthrow him, and states that the people do not need an emperor 193 197.
