Oguri Hayashi was right, Tsunade, or rather Konoha, was happy to go along with this.
Because once Oguri Hayashi calmed down, his actions would become predictable, his movements would follow a pattern, making him easy to anticipate, prepare for, and track down afterward.
An Oguri Hayashi with bonds was much easier to handle than one without.
Konoha certainly didn't want a Kage-level powerhouse wandering the ninja world without a home.
And so, Oguri Hayashi settled down in Takigakure.
His residence was quite a distance from the village itself, and the house was built on a foundation raised by Earth Style jutsu. It wasn't exactly comfortable, but it was enough for Oguri Hayashi.
To Tsunade, Oguri Hayashi was a peculiar person. He didn't pursue material comforts; instead, he pushed himself through over ten hours of rigorous training every single day, and that was just physical training. He had no idea how many times he had increased the gravity on his body using the Heavier Rock Technique.
Only after those ten hours did he turn to ninjutsu practice, almost exclusively Lightning Release ninjutsu. As for Konoha's secret scrolls, he wouldn't start reading them until late at night, by lamplight.
His reading was also incredibly broad; he was extremely interested in both the Multiple Shadow Clone Jutsu and the Flying Thunder God Technique.
The Book of Thunder also contained a secret technique that allowed for direct teleportation – the Heavenly Transfer Technique.
However, this secret technique could only teleport objects. The immense tearing sensation would rip apart the body of the person being teleported, and only physically strong individuals like the Third and Fourth Raikage could withstand such tearing.
It was clear that the Cloud Ninja's Heavenly Transfer Technique and Konoha's Flying Thunder God Technique were two entirely different spatial ninjutsu. With access to the secret scrolls of both villages, Oguri Hayashi's understanding of spatial ninjutsu concepts grew increasingly clear through their mutual corroboration.
Humans themselves are three-dimensional beings, naturally sensitive to space. However, human talent varies, as does their sensitivity to space. Individuals like the Yellow Flash were undoubtedly extremely sensitive to space, possessing an incredible spatial intuition almost without needing any post-natal cultivation. Oguri Hayashi's talent wasn't particularly high, but he had, after all, graduated from university in his later life, giving him a certain understanding of physics and space. After studying the theoretical knowledge from the secret scrolls, he had a general idea of how to cultivate the Flying Thunder God Technique.
The most crucial aspects of the Flying Thunder God Technique were theoretical knowledge and an understanding of space. If one more element were to be added, it would likely be spatial markers.
Oguri Hayashi slowly studied these things without actually practicing them. While many people deified the Flying Thunder God Technique, and it was indeed powerful in terms of combat effectiveness, the reason it was only used by two people likely stemmed from the Hokage's emphasis on secrecy for secret techniques.
It was similar to how Oguri Hayashi had assumed the Rasengan absolutely required Wind Release chakra to be used. However, after seeing the theoretical knowledge in the scroll, he discovered that the Rasengan could actually be cultivated with unassociated chakra. Yet, in Naruto, from the beginning until Boruto, only a few people could use it. This was likely due to the secrecy of inherited ninjutsu, just like the Flying Thunder God Technique.
Otherwise, in a village as large as Konohagakure, it was impossible that there weren't at least two or three ninja who could learn the Flying Thunder God Technique.
And just like the Rasengan, which had only been used by a handful of people from beginning to end, the Flying Thunder God Technique was also used by only two people throughout history. Both of them were disciples or grand-disciples passed down through the Hokage lineage. The Rasengan was similar: Jiraiya, the Fourth Hokage, Kakashi, and Naruto, all passed down in succession.
Ultimately, the ninja in Naruto are quite similar to the martial arts world in China: adhering to sect rules and passing them down through lineage, with outsiders forbidden from learning.
Regrettably, Naruto's constant talk of bringing peace to the ninja world only led to economic development; there were no significant institutional reforms. This could only be considered a limitation of Naruto, or perhaps a limitation of Kishimoto Masashi.
Oguri Hayashi had two choices: either formally become a student of a direct disciple of the Hokage, such as Tsunade or Orochimaru, or forge his own path, pioneering a road no one had ever taken before.
If Oguri Hayashi still had the chakra of an ordinary Chunin from his past, let alone becoming a student of Tsunade or Orochimaru, even Jiraiya, who liked to take in civilian ninja, wouldn't have looked twice at him.
Alternatively, Oguri Hayashi could have proposed some earth-shattering theories that Orochimaru would have valued. But that wasn't the path he wanted. He desired to become stronger without being controlled by others. He was willing to help others proactively but disliked being forced.
In his view, Konoha, from its system to its people, had many problems, especially from a modern perspective. If it were in the past, Oguri Hayashi might have survived the Third Shinobi World War and peacefully reached Naruto's era. But now, having altered his destiny, he would never compromise with fate.
He gradually began to learn to control the Flying Thunder God Technique, but his primary focus remained on training his body.
People his age required a large amount of protein and nutrition. In Konoha, this could be obtained with money, but in this village, he had to directly demand food and other necessities from the Waterfall Ninja.
Although he was the nominal leader, actions like directly demanding and exploiting villagers still stirred anger and resistance among them.
What Oguri Hayashi wanted was a complete supply system. The entire village's productivity should be extremely developed, supporting him so he could focus on becoming powerful without engaging in production. And once he became powerful, he could, in turn, protect the entire village.
However, there was a significant logical flaw: even without Oguri Hayashi, the entire Takigakure was functioning fine, which greatly diminished the value of his supposed protection.
Therefore, rather than protecting Takigakure, the first thing Oguri Hayashi needed to do was enhance its productivity.
He summoned all the Waterfall Ninja and convened a meeting led by him. Tsunade also attended, wanting to see what schemes Oguri Hayashi was up to.
"The topic of this meeting is very simple," Oguri Hayashi said, looking at the dozens of Waterfall Ninja standing before him.
"There are too few people in Takigakure, and too little land for cultivation. Without land, we cannot sustain people. Therefore, as the pillars of Takigakure, we must change this situation."
