There were quite a few outstanding, exceptionally strong people in the Ninja Alliance. Did that mean the Chimera Ant Army had none? No, quite the opposite.
The Chimera Ant Army actually had even more exceptional fighters.

Scenes like this could be found everywhere on the battlefield. Members of the Chimera Ant Army kept trying to unsettle the ninja during combat, constantly pressuring them and affecting their performance. The strong-willed ones were still manageable, but once the Chimera Ants caught a flaw, overwhelming attacks would either kill them or capture them alive.
"Kakashi, this may be the last time we fight side by side." After killing a Chimera Ant soldier with overwhelming taijutsu, Guy spoke with his back against Kakashi's.
"Yeah. I never expected things to reach this point. The entire Ninja Alliance was actually played by someone else." Kakashi's Lightning Blade continued reaping the lives of low-ranking Chimera Ant soldiers.
These two were among the strongest experts in the Ninja Alliance, second only to Asura and Indra. Yet even they felt deeply powerless when facing the Chimera Ant Army's immense numbers and its endlessly emerging top-tier fighters.
