Shocker combatants were the rank-and-file fighters of Shocker, the villainous organization from Kamen Rider. Their strength varied with the different settings of each series.
Even the weakest Shocker combatant, however, was three times as strong as an ordinary human, while the strongest could reach fifteen times that strength.
Although that level of strength would still make them little more than roadside fodder in Warhammer's high-end battles, it was already respectable in the low- to mid-tier fights.
Better still, just like the Krieg, these Shocker combatants could be synthesized artificially, making them quick to produce and easy to mass-manufacture.
As for chaos corruption, they had some resistance to that, too. After all, brainwashing was practically standard issue for Shocker combatants, and pretty powerful brainwashing at that.
Although artificial synthesis, cloning, and brainwashing hardly sounded like methods any decent person would use, Warhammer was a cesspit. Frankly, toss that level of darkness over there, and it would look downright saintly.
All in all, they really were a great fit.

After sending the goods over, Zuo Ci didn't get impatient. Small transactions took some time to process, so the other side would have to wait a while to receive the shipment.
Zuo Ci simply closed the system and casually tossed over a can of cola. Batman caught it smoothly but didn't drink it.

With their business finished, Batman normally would have left immediately. The fact that he was still here meant he must have something else to discuss.
"The threats facing this world are growing more numerous and more dangerous. We can't protect this planet by fighting alone.
"So I want to unite the superheroes into a large alliance to deal with the dangers that keep emerging.
