"But this approach would only work if they were absolutely certain the other nations had no ability to resist, and wouldn't dare to try. Otherwise, another shinobi war would have broken out long ago."
Tsunade quickly reached her conclusion, but then she frowned and said in disbelief, "Just how strong have those two kids, Naruto and Sasuke, become? They've scared the entire Shinobi World out of even thinking about resisting."
"Exactly. It's unbelievable that even Kumogakure would put up with this." Jiraiya looked equally bewildered before sighing. "But Naruto's whole demeanor changed after he became Hokage."
"If he didn't look more or less the same, I wouldn't even think this was Naruto all grown up."
After hearing Jiraiya's lament, Tsunade shook her head gently and spoke with stark pragmatism.
"People change over time."
"Now that Naruto is Konoha's Hokage, it's only natural for him to put Konoha's interests first."
"As long as his future decisions
