Tobirama and Izuna fought the samurai general and his Taijutsu expert while the Konoha ninja defeated the samurai forces. After the battle, Tobirama led a raid toward the Daimyo's Mansion, where a Perfect Susanoo and spreading tree roots appeared in the city.

Elsewhere, Madara activated his Perfect Susanoo as Anpei Minghui signaled the Daimyo, while a black mass crept toward Anpei’s shadow.

  • Tetsuhiro and Might Guy exchanged powerful attacks as Might Guy opened the Eight Gates and Tetsuhiro unleashed Wood Release techniques and entered Sage Mode.

Li Tetsuhiro founded the Ten Thousand Worlds Ninja Nation, declared war on the other nations, and set out to conquer the Land of Wind. After confronting the First Kazekage, Reto, he discovered that the desert was withering his Wood Release, leaving the outcome uncertain.

  • Li Tetsuhiro proclaimed himself Emperor of All Creation, reorganized the government and military, and declared war on the other four nations.
  • Li Tetsuhiro ordered the arrest of powerful families, the redistribution of land and confiscated wealth, and the arrest of Senju Hara and two other elders for betraying their clan.
