Tobirama asserted the Empire’s authority over Kaiba and Pegasus, then Tetsuhiro gave the newcomers copies of the law and organized research and security in Egypt. Tetsuhiro, Madara, and Tobirama left for Alcatraz Island while Pegasus stayed behind to work on cards.
