Because at the time they had no concrete idea of the void gate's performance or its subsequent impact, and the Multistar Edict had only mentioned "establishing the Permanent Void Gate in the nation's Logistics Center," Annan built the Permanent Void Gate within Nabistin's administrative region. Facts proved that this decision was a little wasteful—the Permanent Void Gate brought an enormous flow of people and regional advantages. Placed in Nabistin, it could only be considered icing on the cake, but placed in another region with slightly lower development, it would have been enough to revitalize the surrounding cities.
