The energy unleashed when the Rainbow Meteorite appeared not long ago had awakened the slumbering Groudon and Kyogre.
They were fighting over the energy within that Rainbow Meteorite.
If either one obtained its energy, it would gain an overwhelming advantage over the other.
Of course, others had their eyes on the Rainbow Meteorite too,
namely Li Wei, Steven, and their companions.
Steven said that since the Rainbow Meteorite had passed through his hands before being released, he naturally had to retrieve it.
If Rayquaza, the dragon of the skies, wanted it, he could give it to Rayquaza.
But Groudon and Kyogre absolutely could not have it, especially not all to one of them.
To that end, Li Wei, Steven, and their companions had split into two groups,
intercepting Groudon and Kyogre at Route 111 and Route 128 respectively.
Both locations were sparsely populated, making them suitable for an all-out battle against Groudon and Kyogre.
"Steven and the others have reached Route 128. Kyogre's influence is already showing."
Li Wei handed his phone to Cynthia.
Although Kyogre had yet to awaken, Primal Kyogre's impending awakening had already changed the weather over the sea.

Rain drizzled down beneath a sky thick with dark clouds, while several helicopters circled overhead a short distance away.
In one of them, Cynthia even spotted a reporter leaning out by the door to deliver a report.
"They're certainly dedicated. Still, have Steven remind them not to get too close.
If Kyogre suddenly appears in this weather, their helicopters could easily crash."
Cynthia handed the phone back to Li Wei.
