because he was competing in the Alola Region.
This had to do with the region's Pokémon League not being fully established yet, so its competition had to be delayed for the time being.
This might have seemed a little unfair to competitors from other regions, but that was not actually the case.
Most people believed that the newly established Alola League posed no threat to them as competitors.
As for Li Wei, the only real threat,
he was ultimately just one person,
and it made no difference where he competed.
Professor Kukui, who competed in disguise as the Masked Royal, posed a slight threat, but the vast majority of competitors had no reason to fear him.
In the end, thirty-two competitors from the eight major regions would gather at the Indigo Plateau Conference venue, where they would battle for the sixteen places in the points-based Knockout Round.
In other words, if Li Wei had not planned to represent the Alola Region,
even if the Alola Region could send three competitors to the Top 32, they might all be eliminated before reaching the Points-Based Round Robin.
After all, the Alola Region's overall strength was lacking, and its four Island Kahunas could not compare to the Elite Four of other regions.
That was plain for everyone to see.
