Drakloak might have needed a year or two of slow, steady effort to evolve into Dragapult.
After all, Dragapult's mother had only recently surpassed Gym level and reached Master level.
Li Wei guessed that his mother had been stuck at advanced Gym level for a long time.
Her strength had stagnated for so long partly because she missed Meria too much, and partly because she hadn't received proper care in the wild.
Now that she was eating and drinking well here, she had naturally reached this point.
