Today was the last day of the Wind Festival.
There were no more competitions on the final day of the Wind Festival. Instead, a celebration and farewell ceremony was held.
This also marked Zeraora's return, after fifty years,
to a human city.
It celebrated Lugia's first appearance in several years,
celebrated Windswept City and Zeraora putting their differences behind them,
and served as a farewell ceremony for Lugia and Zeraora.
In the middle of the festivities,
Lugia appeared once more.
Rather than bringing a downpour,
Lugia brought a gentle breeze to Windswept City,
and circled the city three times.
This was Lugia's tribute to the courage of Windswept City's citizens, who had charged toward the wildfire rather than fleeing it.

Lugia looked toward Li Wei, the hero of the wildfire rescue effort, who stood surrounded by the crowd.
Under everyone's watchful eyes, a silver feather drifted gently down in front of Li Wei.

With everyone in Windswept City as witnesses, this was effectively recognition from Lugia, the God of Ocean Currents.
With this Silver Wing in his possession, Li Wei could now be considered Lugia's emissary.
Aside from being able to summon Lugia, this Silver Wing also contained considerable Psychic-type energy.
Eating it was definitely out of the question, but carrying it should help improve one's strength somewhat.
Speaking of Psychic-types, Li Wei only had one Metagross, so he could give it to Metagross to carry.
Unlike Arcanine, who liked running all over the place, Metagross stayed home all the time despite enjoying battles.
