According to the description, swallowing or wearing them offered a chance of learning the Temporal Dragons' signature moves: Spacial Rend and Roar of Time.
After careful consideration, Li Wei decided to use them separately.
The Steel-type and Dragon-type Adamant Orb fragment would go to Lucario, corresponding to Roar of Time.
The Water-type and Dragon-type Lustrous Orb fragment would go to Dragapult, corresponding to Spacial Rend.
Li Wei had a reason for choosing Lucario rather than Metagross.
Lucario could learn Dragon Pulse, while Metagross could not.
In terms of compatibility, Lucario was the better fit.
As for Dragapult, the Pokémon could already slip into shadows, which was practically a form of entering another space.
Not to mention that Dragapult was a Dragon-type to begin with.
Since the fragments could either be worn or swallowed, wearing them was clearly the more sustainable choice.
Perhaps they could even be reused once Lucario and Dragapult had learned the moves...
Li Wei could not help indulging in that pleasant fantasy.
Of course, he was prepared for failure and would not insist on success.
These were the Temporal Dragons' signature moves, after all. Being unable to learn them would be perfectly normal.
