Emergency calls were generally used when facing something they "could not defeat."
Given Babylon's current circumstances, that happened only a few times a year.
Usually, it was an ordinary trading fleet that had "made landfall" and happened upon some foolish, unaffiliated "great pirate" with a bounty of two or three hundred million.
