As the headquarters of the World Government, Pangaea Castle rarely received visits from ordinary Celestial Dragons.
It was primarily where the officials and staff of the World Government's various departments worked.
Cipher Pol headquarters and Army headquarters, for instance, were both here. The Army had so little presence it might as well have been invisible, but it did exist.
The commander-in-chief's office-
"That adviser, Shining, has arrived."
An extremely muscular old man with tawny skin, white hair, and a beard shaped like a mountain set down the documents in his hands and stared at the Army major who had come to report.
"Yes, Commander-in-Chief Kong. Cipher Pol Aigis Zero handed him over to our guards not long ago. He should be having an audience with the Five Elders now."
Shining's arrival was no secret, and the major was merely making a routine report.
The commander-in-chief had probably already heard through other channels, but formalities trumped everything...
"Hmm... Understood."
The former Fleet Admiral, Kong, was now the commander-in-chief of all World Government forces. He currently lived and worked in Pangaea Castle.
Having come from the Marines, however, he understood the reasoning behind the Shichibukai system but still had reservations.
That said, this particular Shichibukai, Shining, had been very dedicated to his duties-at least so far.
"Go fetch the Marine clerk for me."
Given his position, Kong had a general idea of what the Five Elders intended. After a moment's consideration, he gave the Army major his instructions.
"Yes, Commander-in-Chief!"
The Army major gave a crisp salute and respectfully withdrew.
In this world, the Army served only as the Holy Land's standing garrison and maintained fixed garrisons on islands directly controlled by the World Government. Its status was far below that of the Marines.
