After receiving Lilith's call, Sephiroth tried to pinpoint her location with Mantra, but he only found her "life signature." He couldn't hear her actual "voice."
That meant she was in the heavily shielded Private Meeting Room.
Lilith had complained before that Sephiroth was far too cautious, taking such precautions even on his own turf.
But when important information really did come in, she still followed the protocol.
Sure enough, when Sephiroth arrived, Lilith told him there was news from Hachinosu.
The island lay deep in the New World. Also known as "the pirates' paradise," it was notorious for gathering vast numbers of vicious pirates.
"News from Ochoku's turf? Did the Revenants get hold of it?"
As he spoke, Sephiroth took the documents Lilith handed him.
According to the original course of "fate," Blackbeard would occupy the island after the Rocky Port Incident and make it his base.
For now, however, Hachinosu was still ruled by "Pirates Overlord Ochoku." He belonged to the same generation as Whitebeard and Golden Lion and had been an officer of the Rocks Pirates.
"That's right. After all, that island is entirely a pirates' island, and it has plenty of ordinary combatants."
Lilith lightly tapped her fingertips against the table.
Observation Haki was widespread on Hachinosu. Even Artificial Angels in bionic form had trouble infiltrating it.
As for sending human investigators, ordinary personnel wouldn't accomplish much. Those capable enough weren't worth sending there.
The Revenants, however, were ideal. After the Paramount War, the people who had been "resurrected" gradually came to be called "Revenants."
With Vegapunk's existence in mind, Sephiroth hadn't tampered with any of the Marines.
But a small portion of the pirates had been implanted with additional memories and returned to the New World as Bondrewd's eyes and ears.
"News about a Poneglyph, of
