The new City Hall was temporarily housed in a newly built three-story office building. Cobblepot's office was at the far end of the third floor. When Li Jie pushed the door open, he saw a map of Gotham City on the wall, densely marked with red and blue pins. Gotham's new mayor was slumped over his desk, his head buried in a pile of documents, snoring softly.

"Mr. Mayor," Li Jie called, but there was no response.

"Oz."

The snoring paused, then started up again.

Li Jie curled his lip, walked over, and rapped his knuckles on the desk.

"Batman's here!"

Cobblepot jerked his head up. His eyes were bloodshot, and a trail of drool still clung to the corner of his mouth.

"What time is it?" he asked groggily.

"Six."

"Morning or evening?"

"...Evening."

"Oh."

Cobblepot rubbed his face hard a few times, pulled a tissue from the box on his desk, and wiped his mouth. Then he sank back into his chair. "How long was I asleep?"

"How should I know?" Li Jie sat down in the folding chair across from him. "I'm not your secretary."

"My secretary quit," Cobblepot said weakly. "He said the earthquake was nothing, but working for me was inhumane. Beyond what a normal human being could endure."

"Heh." Li Jie chuckled. "He was right."

"Yeah, he was right." Cobblepot dug a cup out of the pile of documents, unscrewed the lid, and took a sip. Then he frowned and set it aside. "Stone cold. What brings you here?"

"I was passing downstairs. Thought I'd drop in."

"Thanks... Really, Jay, thank you."

Cobblepot pushed the cup to the corner of his desk, folded his hands over his stomach, and looked up at the fluorescent light with its dark shadows. "Do you know how exhausting
