Background / History
Family and early criminal career
Cobblepot identifies his family as one of Gotham’s four founding families, although it has fallen on hard times. His later political speeches portray a childhood of poverty; Li Jie treats this account as a constructed campaign story, while Wilson questions it because he remembers Cobblepot’s father being wealthy 279.
Before working for Falcone, Cobblepot was Fish Mooney’s umbrella boy. According to Wilson, he betrayed Mooney, became the target of a hit, and survived by joining Falcone, who intervened on his behalf 14.
Falcone’s representative
Cobblepot first meets Li Jie and Wilson while arranging armed support for a prisoner transfer. He secures custody of the prisoners at the East End station, then puts Chief Bob McGinnis directly on the phone with Falcone to obtain another police escort to the family estate 13.
During the subsequent journey, Cobblepot secretly switches the witness into a delivery truck and takes him to Falcone’s estate, leaving the convoy exposed to an ambush. Breaking with Falcone

Falcone privately admits that the punishment was also intended to discourage Cobblepot’s closeness to the police 56.
