The notice for the third high-level meeting arrived at the Konoha Military Police Force early the next morning.
The wording on the scroll was measured.
A discussion of the limits of the Konoha Military Police Force's authority to participate in post-disaster supply coordination during the observation period.
No interrogation.
No condemnation.
But one glance was enough for Uchiha Gen to know that Danzo had changed battlefields.
The Relocation Order had been suspended.
The attempt to falsify records had failed.
The registration system had contained the panic over Fire Release.
The medicine shortage across districts had caused no deaths.
So now, the issue had become a different question.
What gave the Uchiha Konoha Military Police Force the right to participate in supply coordination?
That question was harder to handle than "the Uchiha are dangerous."
Because it was not entirely a rumor.
Yesterday, the Konoha Military Police Force really had been running routes, organizing transfers, and posting dispatch records.
Simply explaining that "we weren't the ones making the decisions" might not convince anyone.
What people saw was the Uchiha taking action.
They saw the Uchiha delivering medicine crates to the southern site.
They saw both shelters waiting for the Konoha Military Police Force's records.
Uchiha Toru's expression darkened after he heard the notice.
"Again? Without us yesterday, both sides would have descended into chaos!"
"That's why they aren't saying we're useless this time."
Uchiha Gen set the scroll on the table.
"They're saying we're too useful."
Uchiha Ryo frowned. "Is being too useful a crime now?"
"If people find you so useful that they feel they can't do without you, someone will get scared."
Standing by the window, Shisui said quietly, "Especially when you're Uchiha."
The hall fell silent for a moment.
It was a blunt statement.
But no one could refute it.
Uchiha Gen picked up a charcoal pencil and wrote three lines on a blank wooden board.
Medical assessment.
Logistics inventory.
Police execution.
"The real problem yesterday wasn't that we saved the southern site first."
He turned to face everyone.
"It was that everyone saw the Konoha Military Police Force running around, without clearly seeing who made the assessments, who managed the inventory, and who carried out the decisions."
Uchiha Makoto understood at once.
"That's why they can say we control supply coordination."
"Exactly."
Uchiha Gen nodded.
"Then we separate those powers."
An older clansman standing nearby could not help asking, "You can separate power?"
"Yes."
Uchiha Gen pointed at the board.
"Only Medical Ninja can determine which injuries take priority."
"Logistics and the Transport Squad confirm the stock levels and when the next shipment will arrive."
"The Konoha Military Police Force only maintains order, provides escorts, clears routes, and keeps records. We don't independently decide which side gets the medicine."
He paused.
"That's what we actually did yesterday, but we didn't put it in writing clearly enough."
Fugaku studied the board, his gaze growing somber.
"You want to draft a statement of authority before the meeting?"
"Yes."
Uchiha Gen said, "We can't wait for Danzo to frame this at the meeting as 'the Uchiha expanding their power.' We have to frame it first as a 'temporary supply coordination procedure.'"
Fugaku did not speak immediately.
Over the past two weeks, he had grown accustomed to Gen's way of handling things.
When an accusation came, he did not start by protesting his innocence.
He first broke down its structure.
He broke vague charges down into specific actions, then broke those actions down into clearly defined responsibilities.
The more he broke them down, the harder it became to crush him with a single sentence.
The older clansman, however, spoke with a frown. "The more clearly we define those limits, the harder it'll be for the Konoha Military Police Force to make decisions on the spot."
Uchiha Gen looked at him.
"In emergencies, we can still act first."
"Then why write all this?"
"Because afterward, someone needs to know why we acted."
Uchiha Gen pointed to the two shelters on the map.
"If a child had died at the southern site yesterday, the western site would have said we saved the wrong people. If a bleeding patient had died at the western site, the southern site would have said the same. Without limits and assessment criteria, every outcome becomes the Konoha Military Police Force's fault."
The older clansman fell silent for a moment.
Those words were harsh.
But they were also true.
"Write it."
Fugaku spoke.
"I'll take it to the meeting myself."
That morning, the Konoha Military Police Force drafted a supplementary statement.
Its title was "Boundaries of cooperation in temporary post-disaster supply coordination."
Clause one: the Konoha Military Police Force had no authority to decide the allocation of medicine.
Clause two: injury priorities were to be confirmed in writing by Medical Ninja.
Clause three: stock quantities and transport times were to be confirmed by logistics and the Transport Squad.
Clause four: the Konoha Military Police Force was responsible for maintaining order, clearing routes, escorting supplies, and keeping on-site records.
Clause five: when two or more shelters reported urgent needs simultaneously, the assessment criteria and witnesses had to be made public.
Clause six: all temporary dispatch records were to be submitted to the Hokage Building for filing and made available for Anbu review.
After reading it, Uchiha Toru scratched his head.
"Written like this, it feels like we have no authority left at all."
Uchiha Gen glanced at him.
"What we want is room to keep doing our work, not to make people think the Konoha Military Police Force is taking over logistics."
Uchiha Toru wanted to argue, but in the end, he kept his mouth shut.
He disliked all this roundabout maneuvering.
But he also knew that without these procedures yesterday, both shelters would already have been cursing the Konoha Military Police Force.
Itachi sat in a corner, looking down at the statement.
Suddenly, he spoke. "If responsibility is divided, everyone can say it wasn't their fault."
Uchiha Gen stopped writing.
It was a pointed question.
"That's why we also need joint signatures."
He pointed to the final section.
"We're separating authority, not shirking responsibility. Medical Ninja are responsible for assessments, logistics for inventory, and the Konoha Military Police Force for execution. Everyone clearly records what they did, and what they didn't do."
Itachi thought for a moment.
"That way, no one can push all the responsibility onto one person."
"Exactly."
Uchiha Gen looked at him.
"And one person won't have to shoulder every decision, either."
Itachi's hand stilled on the edge of the scroll.
He understood the other meaning behind those words.
Shisui understood it too.
He looked at Uchiha Gen, a trace of complexity entering his eyes.
In the past, he had always been used to being the one who shouldered all the responsibility himself.
Now, through one seemingly cumbersome system after another, Gen was telling him that responsibility should not be silently swallowed by one person.
That afternoon, before the third high-level meeting.
Outside the Hokage Building, Fugaku climbed the steps with Uchiha Gen.
This time, Gen was carrying neither rescue records nor an appendix of suspicious personnel.
Instead, he carried a statement of authority.
Danzo stood in the shadows of the meeting room. When he saw the scroll, his gaze darkened for an instant.
He had already heard about the supplementary statement the Konoha Military Police Force had drafted that morning.
Once again.
Before he had even spoken, Uchiha Gen had already laid out the battlefield.
Before the meeting began, Hiruzen Sarutobi opened the scroll and remained silent for a long time.
After reading the first clause, Utatane Koharu frowned slightly.
"The Konoha Military Police Force has no authority to decide the allocation of medicine?"
Fugaku nodded. "Correct."
Mitokado Homura continued reading.
"Medical Ninja confirm injury priorities, logistics confirms the inventory, and the Konoha Military Police Force only carries out the decisions?"
Standing behind Fugaku, Uchiha Gen did not interject.
This was for Fugaku to say.
Fugaku said gravely, "Yesterday's dispatches caused controversy because the boundaries of responsibility weren't clear enough. The Uchiha are willing to supplement the procedures and submit to review by the Hokage Building."
Danzo finally spoke.
"Fugaku, you've reacted very quickly."
There was no telling whether it was praise or criticism.
Fugaku looked at him.
Danzo said slowly, "Every time a concern is raised, Uchiha Gen immediately produces an entire new system. Hiruzen, don't you think that in itself warrants caution?"
The atmosphere in the meeting room grew heavy again.
Hiruzen Sarutobi did not answer.
Danzo continued, "A thirteen-year-old Uchiha boy has, in just two weeks, pushed through rescue records, public disclosure of law enforcement, ninjutsu registration, and limits on supply coordination. If that ability were used to seize power for his clan, what would the consequences be?"
This time, the attack was not aimed solely at the Konoha Military Police Force.
It was also aimed at Uchiha Gen himself.
Uchiha Gen raised his head.
He knew that the true blade at this third meeting was not aimed at supply coordination.
It was aimed at him.
Danzo had finally begun to openly question whether Uchiha Gen, the variable himself, was a danger.
