Every gaze in the meeting room settled on Uchiha Gen.
Thirteen years old.
An Uchiha.
A boy from a branch family.
Those three descriptions should never have belonged at the center of a Konoha High Command meeting.
Yet now, a single remark from Danzo had pulled him out from behind Fugaku.
"What consequences would such an ability have if used in a clan power struggle?"
This was not a question about supply coordination.
Nor was it about the Konoha Military Police Force Reform.
It was an attempt to label Uchiha Gen himself a risk before anything else.
Once that premise stood, everything he had pushed for could be reinterpreted.
Rescue records became a bid for public support.
The witness system became an expansion of influence.
Ninjutsu registration became a way to dress up Uchiha Fire Release.
Coordination boundaries became control over the post-disaster order.
Fugaku's expression darkened.
He was about to speak when Uchiha Gen stepped forward first.
"Lord Danzo's question was directed at me."
Fugaku glanced at him.
Uchiha Gen did not look away.
This moment had been inevitable.
Ever since Danzo had begun watching him alongside Shisui, ever since Root had begun interfering with matters involving Itachi, he had known he could not stay behind Fugaku forever.
But stepping forward did not mean making himself an isolated target.
He needed to bring the discussion back to the actual incidents.
"I have indeed proposed many procedures."
Uchiha Gen spoke.
His voice was quiet, but loud enough for everyone in the meeting room to hear.
"But I did not devise these procedures out of thin air."
Danzo watched him coldly.
"Then what were they?"
"Patches."
Utatane Koharu frowned. "Patches?"
Uchiha Gen nodded.
"People claimed the Uchiha did nothing during the Night of the Nine-Tails, so we introduced rescue records."
"People in the Resettlement Zone claimed the Uchiha had injured villagers, so we introduced non-Uchiha witnesses."
"Root..."
He paused there.
The tension in the meeting room noticeably tightened.
Uchiha Gen corrected himself.
"Unidentified individuals tried to interfere with the ledgers and records, so we introduced cross-checking and correction procedures."
Danzo's lone eye narrowed slightly.
Uchiha Gen continued, "There was nearly a stampede in the medical corridor, and footage of a Fire Release rescue was cut down to 'the Uchiha using Fire Release in the Resettlement Zone,' so we introduced rescue ninjutsu registration."
"Two resettlement sites ran short of medicine at the same time, and the Konoha Military Police Force was accused of holding allocation authority, so we introduced boundaries for coordination."
He raised his head.
"Every regulation corresponds to a crisis that has already happened."
"If those crises had not happened, these regulations would not exist."
The meeting room fell silent.
He had not pleaded his innocence.
Nor had he accused anyone.
But he had dismantled Danzo's challenge.
Danzo had said he always managed to put regulations in place ahead of time.
He had shown that none of those regulations had been planned in advance; each had been forced into existence by an incident.
Mitokado Homura opened the records before him.
"The rescue records correspond to the Night of the Nine-Tails."
"The witness system corresponds to the conflict in the Resettlement Zone."
"The ninjutsu registration corresponds to the Fire Release rescue."
His voice was grave. "They do all have their origins in actual incidents."
Danzo said coldly, "The incidents being real does not mean he did not use them to expand his influence."
Uchiha Gen looked at Danzo.
"That is why I have never asked to be the sole person carrying out any procedure."
Danzo did not reply.
Uchiha Gen placed the supplementary explanation in his hand on the table.
"The rescue records are filed by the Konoha Military Police Force and checked by the Hokage Building."
"The witness system requires non-Uchiha signatures."
"After rescue ninjutsu is used, its range, targets, results, and any secondary harm must be recorded."
"Under the coordination boundaries, medical ninja assess injuries, logistics personnel verify inventory, and the Konoha Military Police Force only carries out instructions and keeps records."
"If this were about me personally taking power, none of these provisions would distribute authority to others."
Utatane Koharu glanced at him.
That was a solid argument.
Because it was not an excuse.
The structure itself served as evidence against the accusation.
Someone who truly wanted sole control would not write every stage of the process so that others could check it.
At least on the surface, he would not.
But Danzo did not let it go.
"You could distribute authority first, then take it back once everyone grows accustomed to you making the rules."
This was an even more insidious claim.
It required no evidence.
Only suspicion.
Fugaku finally spoke. "Lord Danzo, if a possible future is grounds for guilt, anyone can be convicted."
Danzo looked at him.
Fugaku continued, "The Uchiha accept the observation period, as well as registration and verification. But we cannot assume a boy will seize power in the future simply because he proposed procedures."
Hiruzen Sarutobi had remained silent throughout.
His gaze rested on Uchiha Gen.
The boy was indeed unusual.
Too calm.
Too adept at finding gaps in the rules.
And far too skilled at pulling the Uchiha away from the most dangerous positions.
An ability like that could be an asset to the village.
It could also be a threat.
But right now, Hiruzen could not deny one thing.
These regulations had indeed contained many conflicts that might otherwise have spiraled out of control.
"Uchiha Gen."
Hiruzen Sarutobi finally spoke.
"What role do you believe you should hold in the Konoha Military Police Force Reform?"
That question was harder to answer than Danzo's accusations.
If he said he was merely an ordinary clan member, no one would believe him.
If he said he was central to it, he would confirm that his influence was excessive.
Uchiha Gen lowered his head.
"I can raise problems and propose solutions."
He paused.
"But I cannot bypass the clan leader, the Konoha Military Police Force, and the Hokage Building to issue rules independently."
Fugaku's gaze shifted slightly.
Hiruzen Sarutobi was watching him too.
Uchiha Gen continued, "Every new procedure must be approved by the clan leader, implemented by the Konoha Military Police Force, and registered with the Hokage Building. If it involves civilians or non-Uchiha departments, the relevant department must serve as a witness."
"You are willing to write yourself into the rules as well?"
Mitokado Homura asked.
"I am."
Uchiha Gen answered without hesitation.
"If rules constrain everyone except the person who proposes them, sooner or later they will become another vulnerability to exploit."
The meeting room fell silent again.
Danzo tapped a finger lightly against his cane.
He knew it would be difficult to keep pushing to label Uchiha Gen a danger today.
The boy knew exactly how far to take his words.
He claimed no credit.
He seized no authority.
He had even volunteered to place himself under restrictions.
Hiruzen Sarutobi said slowly, "The Konoha Military Police Force Reform will remain under observation."
"Uchiha Gen may participate in drafting proposals, but he may not bypass Uchiha Fugaku and the Konoha Military Police Force to issue new rules directly."
"All new procedures must be submitted to the Hokage Building for registration."
Utatane Koharu nodded. "That should at least prevent excessive personal influence."
Mitokado Homura added, "Records will continue to be kept during the observation period."
Fugaku bowed his head. "The Uchiha accept."
Uchiha Gen lowered his head as well.
"Yes."
Danzo said nothing more as the meeting ended.
He watched Uchiha Gen leave with Fugaku, his lone eye holding no anger, only a deeper chill.
Outside the Hokage Building, Fugaku stopped.
"You placed restrictions on yourself just now."
Uchiha Gen nodded.
"If I didn't, Danzo would keep using my personal influence against me."
Fugaku looked at him.
"Now every new rule you propose will have to go through me and the Konoha Military Police Force first."
"That is how it should have been all along."
Uchiha Gen said, "If the reform relies on me alone, sooner or later people will call it Uchiha Gen's personal tool. Only by becoming the Konoha Military Police Force's own procedures can it endure."
Fugaku was silent for a moment.
"You think further ahead than many adults in the clan."
Uchiha Gen did not respond to the praise.
"And that makes me more likely to be targeted."
Fugaku glanced at him, his expression growing graver.
They both knew that was true.
A Root ninja appeared silently behind him.
"Should we continue to prioritize Uchiha Gen?"
"Not for now."
Danzo turned and walked into the shadows.
"He has already written himself into the rules. Moving against him directly will only make everyone watch more closely."
The Root ninja bowed his head.
Danzo's voice was low.
"Cut him off from those who carry out the procedures."
"The recorders, the witnesses, the young clan members."
"Once the procedures start going wrong, no matter how many rules he proposes, they will become empty words."
He stopped walking.
"Start with Uchiha Makoto."
"A recorder's hand is the easiest to make tremble."
