The Mizukage turned his gaze to Minato Namikaze and said, "The Rinnegan has already appeared in the shinobi world. Jiraiya, one of the Konoha Sannin, once taught its wielder! I believe Jiraiya should be able to find him!"
Minato Namikaze froze. He had never heard Jiraiya mention this. How did the Mizukage know?
"I'll need to go back and ask my teacher, Jiraiya, about this!" Minato Namikaze said as everyone turned to look at him.
"All right! Now that the Rinnegan issue is settled, all that remains is choosing the Ten-Tails Jinchuriki!" The Raikage looked at the Kage of the other Four Great Ninja Villages. "Who do you have in mind? Who could serve as the Ten-Tails Jinchuriki?"
Once the Raikage finished speaking, everyone present fell silent. The representatives of the smaller nations said nothing. They knew their own limits well enough; there was no way they could compete for the position of Ten-Tails Jinchuriki!
Neither the Mizukage nor the Kazekage had any designs on it either. The Mizukage was being controlled and had no intention of competing, while the new Fifth Kazekage, Gaara, understood Sunagakure's current strength all too well.
