Kirigakure, the Mizukage Building.
Unlike Konoha's Hokage Building, the Mizukage Building was particularly quiet and deserted.
Konoha's Hokage Building bustled with activity practically every day. Ninjas came to accept missions, turn them in, report on them, and handle all sorts of business. Hiruzen Sarutobi spent almost his entire day in his office. Only after personally calling Tsunade and Jiraiya back two years ago had he gotten a little breathing room.
Neither of them had particularly wanted to return, but after Hiruzen Sarutobi personally went out to invite them, he had dumped Tsunade and Jiraiya in the Hokage Building to help handle the paperwork.
Though, after all their mutual buck-passing, Hiruzen Sarutobi still ended up doing most of the work.
That did nothing to stop the Hokage Building from growing ever livelier. You could even see debt collectors streaming into it every day.
The Mizukage Building, by contrast, was completely different. Forget creditors coming to collect from their fat sheep-even regular ninjas couldn't come and go freely.
This was the most strictly controlled place in all of Kirigakure. According to regulations, no one could enter or leave without an ANBU assigned by the Mizukage to escort them.
Inside the building, a room was brightly lit against the night, yet there was little life to it. Instead, it had something of the living dead about it.
A baby-faced man sat quietly at the desk, his eyes vacant, seemingly lost in a daze.
Meanwhile, in the Secret Room, Obito, wearing his spiral-patterned mask, was rather agitated.
Obito Uchiha kept feeling as though he had been set up.
And that Sasuke Uchiha was truly hateful.
Fucking Kakashi!
The mere thought of it made Obito Uchiha furious.
Question: what was the strongest passive ability in Naruto?
Answer: Kamui.
Correction: Obito's Kamui.
On offense, it could
