Once the ordinary refugees had recovered their strength, they would clear their allotted plots within their assigned areas and grow grain. During the farming off-season, some of them would also have to be assigned to road construction as needed.
Seed grain and food could both be collected from the warehouse, but they would be loans rather than free supplies, to be repaid after the refugees had cleared their land and harvested their crops. Anyone collecting food or seed grain from the warehouse would need a certificate issued by the human military officer in charge of their area.
Newly cleared farmland would be exempt from taxes for the first two years. Starting in the third year, twenty to thirty percent of the harvest would be collected as tax. The exact amount would be settled through discussions among the officers responsible for each area.
After the meeting ended and everyone dispersed, Yu Lin Bloodhawk asked Sixteen and Seventeen to stay behind. He opened a map, pointed to its many horizontal and vertical lines, and explained his overall plan to them.
For instance, every thousand refugees would form a village unit, assigned to one of the areas divided by roads. No crops could be planted within ten to fifteen meters of either side of a main road, six meters of either side of a secondary road, or three meters of a village road. Those strips would be reserved for planting fruit trees in the future.
Within the villages in the planned refugee settlement area, for example, it would be best to leave a village road two or three meters wide every hundred meters, with fruit trees planted along both sides to serve as windbreaks, along with other specific arrangements.
Sixteen and Seventeen listened and took careful notes. Afterward, Yu Lin Bloodhawk told them
