Background / History

Wutan City

Before its conquest, Wutan City housed three competing great families: the Xiao Clan, Jia Lie Family, and Ao Ba Family. The Xiao Clan had settled there after declining and being driven out of the Imperial Capital 23 28.

Xiao Zhan targeted the city as the first step in expanding his Family Domain. After Xiao Yan departed to gain experience, he summoned the rival family leaders to a banquet and demanded their submission. Their refusal was followed by the destruction of both families; Xiao Clan forces killed their members and seized their businesses and treasuries 20 23 24 26 27.

Conquest and Renaming

Xiao Zhan then ordered all remaining factions to submit within three days. Xiao Shan and other senior clansmen led the campaign, killing those who resisted, while Xiao Zhan personally eliminated opponents his followers could not handle. The Mittel Auction House was initially treated separately because of its backing by the Mittel Family 28.

Once the auction house submitted, Xiao Zhan renamed Wutan City Xiao City. The new name marked it as the Xiao Clan’s headquarters and was intended to strengthen its disciples’ sense of belonging. Clan members replaced the old lettering above the gates, and the newly imposed rules brought stability after the conquest 35.

Geography and Access

  • Remote location: The former Wutan City was described as a remote settlement without a flying magical beast transport center when Ge Ye and Zhao Yuan visited 36.
  • Approach through Black Crystal City: The two visitors flew from the Imperial Capital to Black Crystal City, then continued toward Xiao City on Horned Lin Horses 36.
  • Controlled entry and departure: Anyone entering or leaving required an identity token. Even Yao Ye’s Imperial Family delegation registered at the gates 54.
  • Later transport network: Griffin stations were subsequently established inside the city and beyond its eastern, southern, western, and northern sides. The Griffins later transported surrendered leaders to the Xiao Empire’s founding ceremony 96 121.

Government and City Rules

Xiao Zhan retained supreme authority while delegating routine management and the absorption of subordinate factions to trusted personnel, particularly Xiao Shan 35.

Institution or Rule Function
City stewards Manage the city’s everyday affairs on Xiao Zhan’s behalf 35.
Xiao City Enforcement Team Maintains order and mediates grievances; residents are forbidden from settling disputes through violence at will 35.

Enshrined Elders Hall Recruits powerful experts through generous compensation 35.

Defenses

Family Domain

  • Xiao City falls within the Xiao Clan’s sphere of influence, where the Family Domain grants Xiao Zhan invincibility in strength. Its coverage grows with the clan’s territory 2 20 28 35.
  • The domain allows him to sense cultivation auras and appear anywhere within its boundaries instantly 100.
  • It also restrains captives: Yun Yun remained unable to leave her chamber even after her injuries healed and her cultivation recovered 63.
  • The domain is an external source of power, not omnipotence, and does not protect Xiao Zhan outside its coverage 2 16 19.

Guards and Deterrence

  • Xiao Clan disciples guard the gates and walls, enforcing entry rules and defending Xiao Zhan’s authority 36 54.
  • Ge Ye and Zhao Yuan’s corpses were displayed above the gates after their deaths, serving as a public demonstration of the clan’s victory over Misty Cloud Sect representatives 39.
  • By the auction gathering, the city’s Dou Wang forces and Griffin garrison were powerful enough to alarm Jia Xingtian, Mittel Tengshan, and Mu Chen 97 98.

Notable Locations

  • City gates and walls — Guarded access points bearing the name “Xiao City”; also the site of confrontations with visiting enemies and delegations 36 65 97.
  • Xiao Residence — The Xiao Clan compound, including its rear courtyard and chambers used to confine Yun Yun 50 54 63.
  • Mittel Auction House — Submitted to the Xiao Clan and hosted Ya Fei’s auction of valuable intelligence 35 41 98.
  • Prison — Held the wounded Gu He and Feng Li after their defeat. Xiao Zhan later spared Gu He in exchange for service as a clan alchemist 71 75.
  • Central Griffin plaza — An enormous plaza in the central district housing forty Griffins 98.
  • City Lord’s Mansion — Contains cultivation facilities and a large square used for the Xiao Empire’s founding assembly 100 121.

Auction and Commerce

  • The destruction of the city’s factions damaged its economic vitality and delayed the Mittel Auction House’s planned auction 41.
  • Ya Fei initially opposed a premium-goods strategy because the small city lacked enough wealthy buyers. Xiao Zhan instead sought to attract customers from outside Xiao City 41.
  • Advertised intelligence concerned Ice Emperor Hai Bodong, former Misty Cloud Sect leader Yun Shan, and Heavenly Flames, drawing wealthy and noble families from across the empire 41 97.
  • Jia Xingtian, Mittel Tengshan, and Mu Chen attended. Ya Fei sold three pieces of information for substantial sums; the purchases prompted Mittel Tengshan to seek Hai Bodong and Jia Xingtian to plan action against Yun Shan 97 98.
