Akatsuki intended to follow an Elite Strategy, so the number of rings was limited. Yet two had been handed out all at once.
"Cough, cough. It's fine. They may be strong, but they don't put much pressure on me." Nagato shook his head. Akatsuki currently had only a handful of people. Forget carrying out their future plans—even developing the organization was a problem.
Only after truly becoming the person in charge of an organization did one understand how difficult it was to manage one. Furthermore, many of their future plans required money, so they could only recruit capable Rogue Ninjas and send them out on missions.
