Giving Ōtsutsuki Isshiki a world template was partly due to Kenichi Amamiya's own twisted sense of humor, but more importantly, he wanted to see whether Ōtsutsuki Isshiki could uncover anything within this world.
Kenichi Amamiya had previously heard Kaguya Ōtsutsuki mention that the Otsutsuki Clan had invaded many worlds and planted God Trees across them. If they encountered a world inhabited by extraordinary individuals, the powerful members of the Otsutsuki Clan would eliminate them, providing the outstanding Clan Members within their family with a safe environment to plant trees.
Thus, Kenichi Amamiya was rather curious whether the Otsutsuki Clan had ever encountered a cultivation world. After all, according to Kaguya Ōtsutsuki, the Otsutsuki Clan had once killed several extraordinary individuals revered as Kami.
But this also made Kenichi Amamiya extremely vigilant. These Otsutsuki Clan members did not look like good people at all. They occupied other worlds to plunder resources or turn the people of those planets into slaves, making them miners, farmers, and the like. Therefore, Kenichi Amamiya knew very well what the Shinobi World would face if the Otsutsuki Clan discovered that something was amiss here and sent people over.
Kenichi Amamiya had never expected the Otsutsuki Clan to treat the Shinobi World peacefully, much less regard its shinobi as people worthy of peaceful treatment. These guys were clearly no simple matter. Moreover, the difference in Life Level made it difficult for them to see the people of the Shinobi World as their own kind.
It was like humans hunting on the African savanna. Would humans care about the feelings of gorillas or lions? They would only kill them, stand beside their bodies, and use their hides to display their own valor.
