"Kenny," Chen Si called.
Levi looked at Chen Si, then glanced at Kenny. "I'll wait for you at the usual place."
With that, Levi turned and left.
"Lord Thunder God, what are your orders?" Kenny asked with a slight bow.
"Kenny, I didn't give you the rank of senior colonel just for show. I'm giving you authority, and I want you to establish an intelligence organization to handle infiltration by foreign enemies and control public opinion at home," Chen Si said slowly.
The images that had surfaced in his mind earlier, showing Historia and Mikasa in desperate straits, left Chen Si unable to understand how such a situation could arise. All he could do was take precautions, establishing absolute control and oversight at home to prevent any threats from emerging.
"An intelligence organization? Interesting. So I'll still be fighting humans, then," Kenny said, rubbing his chin.
"You should understand after that meeting. The Titans on the island aren't our greatest threat. Humans are," Chen Si said.
"Understood. That's my specialty. As for recruits, can I pick people from the regiments?" Kenny asked. His lips suddenly curled into a smile as he thought of Levi.
"Yes, but you can only choose people who weren't members of the Survey Corps. The Survey Corps is our main fighting force, and we need them on the front lines." Chen Si knew what Kenny was thinking. Assign Levi to him? In his dreams.
"Everyone outside the Survey Corps is a bunch of filthy rats. What's there to choose from?" Kenny said, openly disdainful of the other two regiments.
"That depends on how you train them. If I let you take a ready-made team, what would I need you for? I'm naming this department the Central Intelligence Agency, and appointing you its director for now. Report
