Chen Si stood on a rise, with Olyanpo beside him.
Before them stood the framework of an enormous city, where several thousand workers bustled about. Against the demands of building an entire city, those few thousand workers were a drop in the bucket.
"The island's population is too small. Even if we open schools now and start teaching engineering theory, it'll be at least three years before the first students graduate. And even counting those graduates, we'd only have ten thousand workers," Olyanpo said worriedly beside him.
He had still been a little too optimistic. They probably could not even build a rough outline in a year. All they had managed so far was a small town, a far cry from the scale of the city they had envisioned.
"Then how many people would we need to build it in a year?" Chen Si asked quietly.
"If we rely on these four thousand workers alone, it would take at least twenty or thirty years. To finish within a year, we'd need at least a hundred and fifty thousand people. That's nearly a sixth of the island's population."
"Marshal, forgive my bluntness, but the island's population is too small. We may not need to rush into building a city. Mobilizing that many workers would place far too great a burden on the people and the treasury," Olyanpo advised.
Chen Si frowned slightly at his words.
Five minutes was simply too little time. In the future, the enemy's air force and navy would only grow stronger, and he alone would have to deal with them. The risk was far too great.
Paradis Island did not even have any strategic depth at present. There were only three walls, and half the island was open land. Once the enemy broke through, they could
