The Third Hokage, seeing Danzō's lack of remorse, roared, "Danzō, you are forbidden from laying a hand on Naruto again. If there's a next time, don't blame me for showing no mercy!"

No matter how poorly Konoha treated her, she only ever wanted to leave, not to seek revenge. She had never shown any malice towards Konoha, yet Konoha hurt her time and time again.

"Naruto... I don't know." The Nine-Tails looked at the crying Naruto with heartache, unsure how to comfort her. It curled its tail, gently placing Naruto on its head. Chapter 12: Ruin or Rebirth? (1/2)

Itachi Uchiha relayed the information he knew to the Third Hokage. After discussing with the Third Hokage, Itachi Uchiha prepared to seek out the Uchiha clan head, Fugaku Uchiha, for negotiations, hoping to prevent the Uchiha clan from leaving Konoha. As one of the founding clans of Konoha, the Third Hokage did not want the Uchiha clan to leave. The Uchiha clan was Konoha's top fighting force.

Especially since the Uchiha clan's Sharingan had earned a formidable reputation on the battlefield during the Ninja Wars. With the Uchiha clan in Konoha, other ninja villages would have to be wary of Konoha.
