Tsunade spoke seriously.

"After all, not every shinobi has been attacked."
"It's normal for shinobi to face danger on missions."
"Without enough evidence, I don't think we need to tell them just yet."
Jiraiya offered his opinion.
"Shikaku Shadow Helper, contact the Intelligence Department immediately. Have them pass this intelligence along at once."
"Notify the Kage of the four great shinobi villages. Ask them to come to Konoha if they can!"
Tsunade made her decision without much hesitation.
The situation in the shinobi world was different now.
The circumstances Uchiha Kazama had left behind gave Tsunade both the confidence and the responsibility to act.
