According to Ito Takuhari, the two outside factions currently in Ward 6 were relying on their powerful leaders to compete with his people for territory. However, their limited numbers meant they could only manage so much territory, and neither had made any large-scale moves yet.
"So they both took advantage of Shachi's absence to attack you. Their goal is simple: swallow up Ward 6 and its factions." Louis nodded. Without powerful fighters backing it up, even the most united organization would struggle to escape being slowly devoured.
"Exactly. Once word spread that Mr. Shachi had escaped, they quieted down for a while. But over the last few days, they've started making little moves again. They're still testing the waters for now, but that might change before long..." As Ito spoke, he slammed his fist into the sofa's armrest.
"So we're hoping Mr. Shachi can come back soon. Then..."
"That's probably not going to happen," Louis interrupted.
Seeing Ito's expression, Louis explained, "I really don't know much about Shachi, but your question just reminded me of something."
"Why did he join Aogiri Tree, and why hasn't he returned to Ward 6?"
"I still don't know the answer to the first question, but I think I understand the second."
Louis looked at everyone in the room. "You all know Rize Kamishiro, right?"
"Yes, Mr. Shachi's daughter." Ito nodded.
"His adopted daughter, to be precise." Louis leaned back on the sofa, thinking as he spoke. "I've fought Shachi twice. Both times, he attacked me while I was investigating Rize Kamishiro. It's easy enough to guess why. He wants to save his daughter, but he doesn't want us getting involved."
"You should also know that plenty of factions out there want to capture Rize Kamishiro right now. Some of them are so powerful that
