Every power grew uneasy, for it had fully reawakened their old fear of the Dragon Kings of Valyria.
Danyla sat in the seat of honor in Myr City's council hall, methodically making arrangements.
"Governor Samwell, notify every power in my name that this military operation targets only the Kingdom of the Three Daughters. We will not expand our campaign."
"Going forward, the three city-states will remain under governors, and we will not disrupt the existing world order. Until this military operation has fully concluded, every territory under Holy Flame Island will grant them most-favored-nation tariff treatment."

Samwell, the newly appointed Governor of Myr, wielded far more real power than his predecessors. After all, from now on, he would be the only governor.
But the institutions that would run Myr from now on were entirely different from those of the past.
First, the Legislative Council, composed of scholars and leading figures from every profession, answered to Danyla and was responsible for legislative work, drafting laws and regulations;
The Administrative Office, headed by the governor, was responsible for managing and running the entire city;
The Inspection Office answered to the Legislative Council, with its principal duties being mediating disputes, trying crimes, and monitoring corruption;
The city Garrison was under Danyla's direct command and handled the city's security. The Police Department answered to the governor and was responsible for combating unlawful activities and arresting criminals.
Though there were still many shortcomings, this was already far more advanced and efficient than the previous political system. It also allowed Danyla to establish a preliminary form of centralized rule.
