"What! You're canceling the Dragon Subsidy for royal family members who marry into other houses?! And they have to pay an additional dragon tax to the royal house every year?!"
Rhaenyra flew into a rage at the new provisions Danyla had added to the Great Dragon Code. After all, House Strong's private savings had long since been exhausted by the restoration of Harrenhal.
Harrenhal's largest source of available funds was now the Dragon Subsidy paid to Rhaenyra and her four sons. And Great Dragons consumed no small amount of resources, especially during their peak growth periods, when they devoured vast quantities of livestock every day.
Although dragonstone was now in great demand throughout Westeros, it was a controlled commodity that only Holy Flame Island was authorized to sell. So even though Syrax, Vermithor, and the other Great Dragons had forged considerable amounts of dragonstone, they could only use it themselves.
Now, not only were their allowances gone, but each Great Dragon also incurred an annual tax of one hundred thousand to three hundred thousand Gold Dragons payable to the royal house's private treasury. This would place an enormous burden on Harrenhal.
"Sister, Harrenhal is one of the richest and most extensive domains in the Riverlands. It has more than enough resources to keep four Great Dragons."
Danyla responded just as firmly,
"Of course, if you truly believe Harrenhal cannot afford it, you can send all your Great Dragons to Dragonstone and leave them in the Dragonkeepers' care."
With Daemon campaigning in the Red Waste, Danyla alone governed the Seven Kingdoms. Besides, the Small Council had always been under her control, so her decrees now met with even less resistance.
Rhaenyra knew that even as Danyla's elder sister, she had no chance of resisting supreme royal authority.
