Donna had noticed earlier that Gotham had implemented a curfew policy. It seemed that, aside from law enforcement officers, no one was allowed to go out at night.
Once someone left their residence, they would be considered to harbor ill intent, a destabilizing element in society, and would be punished accordingly.
At that moment, Donna and Raven witnessed a similar scene. They were about a kilometer from the police station. Perhaps someone had wanted to take advantage of the fact that Under the Lamplight is Darkest to step outside for some fresh air, or perhaps he truly intended to do something bad.
But the moment that man sneakily stepped outside, he was spotted by a bare-chested police officer in the dark alley behind him.
The officer stood bare from the waist up in the heavy rain, with only a police cap on his bald head. Even from a distance, Raven recognized him as Victor Zsasz.
In the past, he had been a serial killer, famous for cutting himself once after every murder.
Like prisoners marking off the days, he carved a mark into his body for every person he killed. After four short vertical lines, he would draw a long horizontal one, representing five kills.
His body was densely covered in such marks. He had even carved them into the insides of his eyelids, making his skin look cracked and wrinkled like tree bark.
As a serial killer, he mainly murdered for pleasure. Sometimes, he accepted contract work too, naturally the kind that let him slaughter as much as he wanted. The amount of payment was secondary to him.
He was an old enemy of the Bat-Family. Raven and Donna had gotten to know him as well, having stayed in Gotham for a time after joining the Teen Titans.
