Generally speaking, when Superheroes fought Super Villains, the more reckless both sides were, the more explosive and entertaining the battle became.
Martian Manhunter was undoubtedly stronger than Aquaman, but most of the time, he caused far less of a commotion when he acted. That was because he was not reckless enough. His head was full of tactics and plans, and he knew when to advance and when to retreat.
The enemy wanted to fight head-on? Then he would not. He would first use Phase Shift to turn invisible, wait until the enemy relaxed their guard and their morale dropped, then suddenly emerge from the void to defeat them.

Superman and Diana, who were roughly on the same level, were the opposite examples. If no one directed them, they only advanced and never retreated. Once their emotions flared up in battle, who had the time to worry about all that? Just fight!
With their physical abilities, once they clashed with reckless enemies, cities often suffered severe damage.
In Metropolis, ordinary people had better avoid working in skyscrapers. Big corporations were great and all, but once a villain came to fight Superman, the first things to be smashed through and collapsed were always the high-rises. Whichever building was tallest would be the first to fall.
The current situation was much the same. Dex-Starr and Blackfire had both originally been the reckless sort, bombarding Plant Master with every kind of energy blast.
The scene was spectacular, with rays of light shooting everywhere and flames splashing about like a fireworks display, but did it achieve anything? No.
