Calling it a world was a stretch. It was really just a massive rock floating at some unmeasurable location, like a lone island in the sea.
The magnificent night sky was visible from here, and plants grew here as well. But aside from that, the island held only Wally, his two children, and the Time God Tempus Fuginaut lurking unseen in the shadows.
The matter of his children was rather complicated, because they did not exist in the current Timeline.
In the past, Wally had married a Korean-descended woman named Linda. His wife became pregnant with twins, but during the Infinite Crisis caused by Superboy-Prime, Linda was caught up in the disaster and miscarried.
Wally, who had still been a Titan at the time, defeated Superboy-Prime alongside the other Superheroes. Yet he secretly did something else, something bold: he used the Speed Force to reverse his wife's time, returning her to the point before the miscarriage so that she could safely give birth to a pair of twins, one boy and one girl.
The consequence was obvious. The Main World could no longer tolerate him. His form began to become unstable, and the Timeline sought to correct this "mistake." Wally chose to pay the price himself.
By throwing the key figure—himself—into the Speed Force Plane, the story of reversing time would lose its cause, leaving the Timeline with nothing to act upon.
Time, place, and people were the key elements of a narrative. If the person was gone, didn't that mean nothing had happened?
When he embraced his wife and children in farewell, ready to sacrifice himself, the Speed Force took his entire family away instead, trapping them within that wondrous dimension.
There, to protect his family, Wally raced Black
