When Diana and the other two arrived, they happened to see the skeleton firing that "black water gun" at The Spectre. She recognized the weapon immediately, though her face still showed surprise. She had never expected the skeleton to steal it from the Batcave.
Batwoman had designed the weapon after taking inspiration from the film Ghostbusters. Its principle was a miniaturized medical proton accelerator commonly found in medical equipment, using electromagnetism to separate hydrogen.
Its internal structure consisted mainly of several magnets. At the center of the main magnet was an ion source, which used hydrogen gas readily found throughout Earth's environment.
Hydrogen was fed through pipes at the bottom of the main magnet into the ion source's filament chamber. High voltage applied to the filament generated electrons, further ionizing the hydrogen to produce H+ protons. The main magnet then applied voltage to draw out the protons, accelerating them through the gaps between the magnetic poles in a fan-shaped separation structure. Once the proton energy reached 235 MeV, it was fired out.
It looked like a water gun, and its range was about the same. It could practically be considered a close-combat weapon, and Batwoman had not originally made it to deal with The Spectre.
In Gotham, Batwoman Kate Kane handled all matters involving unnatural creatures. She often encountered underworld things like demons and ghosts, so once, while complaining to Batwoman, she had said how nice it would be if she had a special weapon capable of destroying ghosts.
People died unnatural deaths in Gotham every day, and the chances of malicious spirits being born were not low. She was under enormous pressure.
