It was actually a very simple choice. Whether gods truly existed or not, believers were inherently a political force. If someone controlled that force at a time like this, they would inevitably dilute or threaten the power currently held by the upper ranks of government.

The United States had always been famous for its countless bizarre cults. Usually, religious influence was not obvious, but when some massive catastrophe struck, plenty of people would mutter, "Oh my God," and then start superstitiously clinging to something or other.

It was not impossible for the power of faith to rise up and bring back retrograde notions like the union of church and state or the divine right of kings. Ancient creatures had already invaded; people would only grow crazier from there. To survive, they were capable of anything.

What was more, there really were gods involved in this incident, and they were the enemy.

As groups of believers grew, they would demand more political rights. With enough people, the need for a voice naturally arose. Superheroes, however, would not do that. They would solve the problem and leave. That was the crucial difference.
