Julius had long been on the Church's blacklist for wreaking havoc, conducting human experiments, and committing unspeakable atrocities. Yet even with a dark Wizard like him, the Church could not simply kill him and end the problem once and for all.

It was not that he was difficult to kill. Rather, killing Julius would only bring forth another Julius. He would resurrect.
Julius had prepared many bodies for himself. If this body died, it did not matter; he had new ones to use, and those bodies were more than capable of making him a formidable Extraordinary.
Killing Julius would not solve the problem. It would only waste the Church's efforts. Their only option was to imprison him and restrain his body. They could neither kill him nor allow him to kill himself.

There were Extraordinary abilities that could attack souls, such as those of a Soul Mystic. Moreover, as the largest Extraordinary organization in the Rune Kingdom, the Church surely possessed plenty of Beyonder items related to souls.
The Church could hardly have overlooked that possibility.
Ernest shook his head. Of course they had considered it.
"We tried, but Julius had prepared more thoroughly than we anticipated. He prepared a Soul-Substitution Puppet for his soul, so we cannot inflict any meaningful damage on it."
"And once the Soul-Substitution Puppet dies, his soul might escape."
