The Halls of Lightning were an area independent of the main system. Loken's duties here were closer to those of an overseer.
As everyone knew, Ulduar was the prison of the Old God Yogg-Saron. After Aman'Thul, the Father of the Gods, had uprooted Y'Shaarj, the Pantheon had reassessed the Old Gods.

As the name suggested, these purification facilities were a formatting program the Titans had built into Azeroth itself.
If Azeroth failed to develop according to the intended plan, the two great forges the Guardians had built using the wisdom granted by the Titans-the Forge of Origination and the Forge of Wills-would format and reset everything, returning it all to the starting point.
The supporting installations around the two forges were located in the Storm Peaks of northern Northrend
