Jolteon was still a very important Pokémon. It evolved from Eevee using a Thunder Stone, and Eevee was the first Pokémon to have multiple evolution branches.
In the early days of Pokémon, Jolteon was extremely powerful. Its main roles on a team were pivoting, fast offense, wallbreaking, cleric support, and Baton Pass.
Jolteon had a once-blistering base 130 Speed and a respectable base 110 Special Attack, making it a potent fast attacker. But things started looking bad once Mega Manectric arrived with its base 135 Speed. A whole slew of Megas made the base 130 Speed benchmark a thing of the past. Choice Scarf users no longer aimed to outspeed base 130 Pokémon, and the once-important benchmark of maximum Speed on a base 70 Pokémon gradually lost its significance. Pheromosa's base 151 Speed, which also cleared the two base 150 Pokémon, became the new target for those chasing speed. The base 130 Speed Jolteon had once been so proud of gradually faded into history, while its pure Electric typing was rather mediocre both offensively and defensively, leaving it drifting between NU and RU.
Still, no matter how fast or slow other Pokémon were, Jolteon retained its base 130 Speed. It still outsped Greninja, Talonflame, and other fast attackers in the base 120-plus range, along with slower Pokémon. It also remained faster than Choice Scarf users with base 70 Speed or less. Jolteon still could not afford to abandon its Speed and maximize its offensive power instead-the trade-off simply was not worth it.
Its physical bulk was poor, so it generally could not switch into attacks, and even an ordinary non-STAB Earthquake was difficult to survive. Jolteon was therefore best brought in through a predicted switch or a pivoting move. Its special bulk was slightly better: even a Tapu Lele with
