History
Historical Institutions
Japan’s surname system developed from distinctions between imperial hereditary titles, blood-linked clan names, and the names of branch households. Following the Meiji Restoration, the Commoners’ Surname Edict merged these categories into modern surnames 6.
The Tokugawa Shogunate required nationwide Religious Registration at Buddhist temples, making temples responsible for household registration and helping them monopolize cemeteries. The Meiji government later established a Western-style peerage, but that system was abolished after Japan’s wartime defeat 368 379.
Secret Supernatural Research
Japan and the United States began studying Type A and Type B specimens in Heisei 19. Despite fifteen years of research and substantial scientific resources, they achieved almost no useful results. Research subsequently shifted toward Superhumans and newly appearing secret realms 369.
Early police operations emphasized recovering supernatural objects intact. During the Demon Warrior incident, officials restricted destructive weapons to preserve Minamoto no Raiko’s armor and Kumokiri, treating their recovery as the authorities’ first opportunity to obtain supernatural items 96 97.
Sapporo and Mount Fuji Crises
The destruction in Sapporo affected more than one hundred thousand people and forced officials to debate relief measures and public disclosure. At American Major General Woodman’s urging, the Prime Minister authorized the 201st Tactical Fighter Squadron to attack Itachi, despite the Superintendent General’s objections 253.
Less than a week later, Naruto observed growing disorder in Tokyo, including a daylight luxury-watch robbery in Ginza. Senior officials subsequently described Japan as socially unstable, with an anxious population and repeated supernatural incidents threatening national order 277 314.
The Mount Fuji crisis brought an eruption approaching VEI 5, warnings that it could reach VEI 6, and recommendations for the highest-level evacuation warning around the mountain. Prime Minister Kishida rejected both evacuating Tokyo and an American proposal for a one-megaton nuclear strike against Princess Kaguya, then collapsed during the government’s deliberations 304.
Public Disclosure
The government released classified footage of the Mount Penglai Miko, Jiraiya, and the Lord of Mount Tai, officially acknowledging the supernatural world. Japanese citizens criticized the suppression of earlier incidents, while foreign governments began pursuing information, influence, and access to supernatural power 335 336.
After the third Crimson Moon, monsters were no longer confined to Japan. By the beginning of 2025, conditions had temporarily stabilized, and Superhumans and secret realms had become ordinary subjects of public conversation 369.
Kyoto and the Heavenly Origin Game
Attacks on Kyoto’s shrines threatened the Demon Gate Seal protecting Heian-kyo. The city imposed a curfew, ordered shrine repairs, and deployed the Self-Defense Forces around likely targets while national leaders debated evacuation ahead of the Night Parade of a Hundred Demons 404 411.
Dark Seimei then announced the Heavenly Origin Game: five hundred participants across five Japanese cities, beginning on August 28. Professor Nagayama identified the sites along the Demon Gate Line and warned of a nationwide Night Parade. Privately, White Seimei explained that the ritual was intended to summon the Lord of Mount Tai so that He could be hunted and bound as a Shikigami 431 432.
During the Battle of Kobe, American commander William announced preparations to strike the city with three nuclear warheads, each yielding ten million tons. Three days after the battle, Japan held a celebration of its claimed victory at Akasaka Palace and announced the establishment of the Supernatural Agency 446 449.
Tailed Beasts and the New World Order
Senmon publicly disclosed the Sharingan, tailed beasts, God Tree, and approaching apocalypse. His control of Shukaku prompted some Japanese internet users to claim that the Uchiha were Izanagi’s rightful descendants and should replace the imperial family; these were public assertions, not an established transfer of power 474.
Japan subsequently hosted international representatives on Turtle Island in Tokyo Bay. After the moon crisis, world leaders assembled in Konoha before traveling to meet Naruto on the moon, where he announced the severing of the connection between Earth and Heaven and gave the Crisis Committee authority to arbitrate international disputes 483 516.
Government and Supernatural Countermeasures
| Institution | Role |
|---|---|
| Prime Minister and Cabinet | Direct national crisis responses, including evacuation discussions, military decisions, and the assembly of the Twelve Divine Generals 304 395 431 |
| Metropolitan Police Department | Investigates supernatural incidents, studies recovered objects, and maintains specialist investigative and expert groups 141 233 280 |
| Self-Defense Forces | Deploy aircraft, infantry, heavy weapons, and defensive formations against supernatural threats 254 317 404 414 |
| Supernatural Countermeasures Headquarters | Organization for which senior officials consider Senmon for a leadership position 332 |
| Supernatural Konoha Military Police Force | Coordinates Superhuman operations and supplies equipment, medical care, logistics, and fire support; later becomes the Supernatural Agency 427 449 |
| Twelve Divine Generals | Collective title associated with the authorities’ roughly ten Superhumans, named after Abe no Seimei’s twelve Shikigami; later assembled for coordinated operations and training 349 395 |
| Japan Meteorological Agency | Monitors Mount Fuji’s eruption and recommends evacuation warnings 304 |
Limits of Official Knowledge
- Folklore as evidence: Investigators use myths and literature to interpret supernatural events. The Tale of the Bamboo Cutter becomes required reading for two Metropolitan Police Department divisions 146 233.
- Naruto’s deception: Much of the mythology presented to officials is deliberately staged. Naruto fashions the Buddha’s Stone Bowl with Earth Release and guides the artificially created Princess Kaguya through implanted personality and memories 277 305.
- Misclassified powers: Naruto leads the government away from the actual chakra nature system, leaving officials with an incorrect understanding of supernatural elemental abilities 354.
- Controlled public explanations: Following the Battle of Kobe, Naruto selects Professor Nagayama to help present more of his fabricated mythology to the public 449.
International Relations
United States
- Pressure over supernatural assets: General William demands that Doctor Satomi and the Buddha’s Stone Bowl be sent to the United States. Senmon persuades him to keep them in Japan, although they are transferred to Yokosuka 146.
- Human experimentation: William orders Japanese officials to provide volunteers for the Wolverine Project, which seeks to create super-soldiers 178.
- Operational cooperation: American-supplied Spider Silk Guns assist an early police capture attempt, while Japanese, European, and American scientists later jointly examine an apparently resurrected subject at Yokosuka 97 423.
- Competing interests: The U.S. ambassador discusses recruiting Senmon by exploiting people around him, even while attending Japan’s victory celebration 449.
Wider World
Japan’s disclosure makes it a focal point of international competition. Major powers summon Japanese ambassadors, prepare delegations, and secretly dispatch spies seeking information about the Ritual of the Lord of Mount Tai. Foreign visitors also arrive hoping to obtain supernatural abilities 336.
Senmon later demonstrates Wood Release before world leaders at a supernatural summit in Manhattan. As the apocalyptic threat becomes immediate, countries temporarily set aside disputes and pursue coordinated action 369 483.
Society and Culture
Religion and Mythology
- Blended traditions: Shinto and Buddhism overlap extensively. Mountain worship incorporates Buddhist reincarnation, with sacred summits regarded as an “other world” inhabited by gods and Buddhas 284.
- Nonexclusive practice: Shrine visits, temple fortunes, church weddings, and household Buddhist observances can coexist. Faith in the Lord of Mount Tai does not eliminate older Buddhist and Shinto beliefs 370.
- Imperial legitimacy: The Kojiki grounds the imperial line’s authority in Amaterasu, while the Chronicles of Japan identifies Konohanasakuyahime as an imperial ancestor 306 332.
- Creation myth: Izanagi and Izanami create Japan’s islands after stirring the sea with Amenonuhoko 374.
- Three Sacred Treasures: The imperial regalia are the Yata Mirror, Yasakani no Tomoe, and Sword of the Gathering Clouds of Heaven. Sacred substitutes called katashiro possess the same religious standing as their originals through Spirit Transfer 381.
Everyday Life
- Seniority: School clubs and workplaces strongly privilege seniority, sometimes over demonstrated ability 28.
- Firearms control: Illegal civilian gun possession is prohibited under exceptionally strict controls; even the wealthy True Faith Society obtains only three handguns 47.
- Martial arts: Kendo appears in school physical education, while extracurricular clubs include both kendo and kyudo 69 380.
- Burial costs: Traditional funerals cost at least one million yen, with burial plots accounting for much of the expense. Financial pressure and elderly people dying alone contribute to the popularity of tree burials and columbaria 379.
- Superhuman celebrity: Media and internet users popularize dramatic titles such as “Black Miko,” “Avenging Angel,” and “Twelve Divine Generals” 355.
