While the captains of the Rocks Pirates formed their own pirate crews and fought over territory in the New World, the Marines were hardly sitting idle.
The Marines had already expanded their ranks once to suppress the unrest sweeping the world, so the wave of major promotions from the original story naturally never happened.
Only Tsuru became the Marines' chief staff officer, while Garp earned the title of Marine Hero. There were no major changes for anyone else.
Still, the World Government could be fairly generous at times-or rather, it followed the rules. The Marines had earned their rewards, and those rewards had to be substantial.
Especially since Uranus's earlier attack on Rocks had caught Garp within its range as well. That made appeasing him all the more necessary.
So the World Government generously produced two Devil Fruits, both Logias: the Glint-Glint Fruit and the Storm-Storm Fruit.
The Storm-Storm Fruit was bestowed directly upon Garp. He could eat it himself, give it to his child, or even sell it to improve his living conditions.
The Glint-Glint Fruit was also handed over to the Marines to distribute themselves. Barring any surprises, it would go to Kizaru, Wang Luffy's second maternal uncle.
As it happened, the Glint-Glint Fruit had actually been found on Rocks's corpse. Who knew what Devil Fruits were made of? Despite that devastating attack, the Glint-Glint Fruit had emerged completely unscathed.

They were also relieved that Rocks had not yet handed it out. Otherwise, they would have had another troublesome opponent to deal with.
